In our quest to alleviate human suffering and provide adequate assistance to the most vulnerable, volunteers and staff from Philippine Red Cross (PRC) are working round-the-clock to help families and communities affected and displaced by Typhoon Ramon in Northern Luzon.

Although the weather disturbance with international name Kalmaegi weakened into a low pressure area after making landfall in Santa Ana, Cagayan, it brought heavy rains causing rivers and tributaries to overflow.

“We at the Philippine Red Cross continue to gather reports from our chapters and assessment teams in Northern Luzon so we can immediately know the pressing needs of the affected population and send the assistance that each particular area badly needs,”said PRC Chairman Richard Gordon.

PRC deployed its army of volunteers including teams to respond, assess and send reports of damages to lifelines and infrastructure like blocked roads and flooded are as such as in Santa Ana, Cagayan were 7 barangays submerged in waist-level water.

Aside from flooded areas, there were reports of power supply interruption in the Municipalities of Gattaran, Lal-lo, Camalaniugan, Aparri, Buguey, Ballesteros, Abulug, Pamplona, Claveria, Sanchez Mira, Sta. Praxedes, Sta. Teresita, Gonzaga and Sta. Ana.

PRC chapter in Kalingaalso reported power supply interruptions in the Municipalities of Luna, Sta. Marcela, Flora, Pudtol, Calanasan particularly in Barangays Sta. Felomina and Sta. Elena.

Communication lines were functional except for Calayan group of islands in Cagayan while the Ilagan-Divilacan Road in Isabela Province was impassable due to erosion.

PRC – Mt. Province Sub-Chapter provided sleeping kits and psychosocial first aid to six patients in Bontoc General Hospital after a footbridge collapsed in Sitio Futyang, Barangay Betwan Sadanga.

According to reports from the chapter, 11 individuals were affected by the said incident and were brought to Bontoc General Hospital, Luis Hora Regional Memorial Hospital and Barangay Betwan Sadanga Clinic.

PRC Cagayan Chapter distributed hot meals to evacuees in Barangay Quibal, in the Municipality of Peñablanca while volunteers and staff continue to assess the situation in Sta. Ana and Gonzaga.

In Apayao province, 3 pre-emptive evacuation centers were established, housing 13 families or 29 individuals.

PRC – Apayao Chapter also distributed hot meals and conducted child friendly space to 21 affected children and distributed hot meals to 186 individuals in Aurora Elementary school that serves as their evacuation center in Barangay Aurora in the municipality of Pudtol while 10 staff and volunteers were mobilized to assist and monitor the situation in Abra.

Meanwhile, PRC chapters are preparing for another storm with international name Fungwong that could hit Northern Luzon in the coming days.

The new weather disturbance locally named Sarah intensified into a tropical storm as it moved north-northwestward and threatened areas battered by Typhoon Ramon.

The Philippine Red Cross (PRC), in partnership with Bombo Radyo Philippines, conducted a bloodletting activity with a theme, “ A Little Pain, A Life to Gain” on November 16, 2019, Saturday in different Bombo Radyo and Star FM stations in 24 key cities nationwide.

A total of 4,135, 500 (cc) units or 8,271 blood units of blood were collected from 9,190 blood donors from various groups, such as, state forces, government employees, students and the private sector.

“Through our blood partners like Bombo Radyo Philippines, PRC is able to sustain and deliver safe blood for all. PRC is thankful and we are looking forward to a lasting partnership with Bombo Radyo”, said Philippine Red Cross Chairman and CEO Richard Gordon.

The Philippine Red Cross National Blood Services (NBS) has already dispensed 307,978 units of blood from January to Mid of November in 2019 alone. The PRC National Blood Center is the first blood center and the only non-hospital blood service facility in the Philippines to receive an international standard on quality management systems certificate (ISO 9001-2015).

“Red Cross is involved in practically everything, from responding to fire incidents with its fire trucks to medical emergencies with its ambulances. The latest involvement of the Philippine Red Cross (PRC) is a flagship program of the International Committee of the Red Cross – prisons,” thus declared PRC and CEO, Sen. Richard Gordon in his opening message to this year’s biggest gathering of detention health experts and representatives from justice and health ministries in the Asia Pacific Region.

The 3rd Asia Pacific Prison Health Conference was held November 13-15 at the New World Hotel in Makati City. Aiming to build a network for prison health professionals, the conference is expected to provide a forum for sharing best practices and for finding solutions to various challenges faced by countries on the issue of prison health.

Most countries face the reality of not being able to put community health into prison health and Chairman Gordon proposed to start solving the problem by engaging concerned agencies in the equation, “We can start by saying, let’s have a regular meeting and an overview of what is happening in our prisons so that we can do the necessary things, we can monitor everything there. The other thing we can do is to digitalize the records of our prison system.”

The 3-day international conference did not only provide an avenue for discussions regarding prison health but also showcased products and artworks crafted by persons deprived of liberty (PDLs).

Chairman Gordon also said that he will involve other senators and congressmen to come up with measures that will put public health and prison health on the same level.

Stressing the urgency of the matter, he further urged the delegates, “We must realize that we cannot do it overnight but we have to have deadlines. We have to monitor our progress regularly. This is the best way to ensure we meet our goals.”

The Philippine Red Cross (PRC) installed several medical tents in Kidapawan City, North Cotabato to address the health problems caused by the closing of several hospitals in Mindanao that were damaged by series of earthquakes last month.

Senator Richard Gordon, Chairman and CEO of the Philippine Red Cross said that basic health care remains a top priority of the PRC.

“We have to extend medical assistance to affected individuals and avoid possible outbreak of diseases since a number of hospitals are having difficulties in addressing the needs of their patients such as, limited number of rooms while others aren’t safe yet due to cracks as a result of powerful tremors,” Gordon added.

The PRC Health Services (HS) and Emergency Medical Unit (EMU) set-up 2 sets of 6×6 meter tents, 1 set of 6 by 9 meters tent, 20 cot beds and a generator in Kidapawan City Hospital.

These three air-conditioned medical tents are functional with improved roofing and one additional gazebo tent for duty volunteers, a ward, Out Patient Area and area for Delivery Room headed by PRC North Cotabato-Kidapawan City Chapter.

“We are very thankful for these tents na binigay ng Philippine Red Cross and PRC Chairman Richard Gordon, these will really help a lot of patients in providing protection from the weather. We didn’t expect na may mga bed pa nakasama. We are overwhelmed by the support of PRC,” Chief of Hospital, Dr. Hamir Hechanova of Kidapawan City Hospital, said.

As of November 19, the medical tents already catered 42 patients, 23 are currently admitted and 8 were discharged.

The PRC also mobilized a humanitarian caravan to further assist the affected communities in Barangay New Opon, Magsaysay, Davao del Sur. These humanitarian trucks are loaded with food and non-food items, water tankers and mobile kitchen.

Since October 16, PRC has mobilized 569 volunteers, staff and Red Cross Youth, providing first aid to 84 individuals in 12 First Aid stations in Kidapawan City, Davao del Sur and General Santos City, distributing food items to 1,630 families in Davao Del Sur and North Cotabato.

Eighteen temporary shower facilities were installed in the Municipality of Magsaysay, Davao del Sur as part of PRC’s commitment to promote hygiene and sanitation whenever a calamity or disaster hits.

A total of 1,46,928 liters of water were distributed by PRC – Water, Sanitation and Hygiene Promotion (WASH) to 5,690 families or 22,097 individuals in Davao del Sur and North Cotabato. The WASH unit also conducted hygiene promotion to 6,576 individuals, installed 40 portable toilets, and established 19 water collecting points also in Davao del Sur and North Cotabato.

The Philippine Red Cross distributed hot meals to 11,504 families in North Cotabato (8,766) and Davao Del Sur (2,738), administered psychosocial support to 3,921 individuals including child friendly spaces to 1,630 individuals in North Cotabato, South Cotabato, Davao Del Sur, General Santos and Sultan Kudarat.

PRC also deployed 20 water bladders from General Santos-Saranggani, Davao City, Leyte, Cebu, Agusan del Sur; 5 water tankers and 3 water treatment units to North Cotabato and Davao del Sur; 8ambulances from National Headquarters, South Cotabato, North Cotabato, Davao del Sur and Zamboanga Del Norte chapters and 2 additional mobile kitchens from Bacolod and Iloilo.

The Philippine Red Cross (PRC) has deployed ambulances and welfare desks to the provinces in Northern Luzon as ordered by Philippine Red Cross Chairman and CEO Richard Gordon, in preparation for the Tropical Storm (TS) Ramon with an international name Kalmaegi.

Relief necessities such as food items, hygiene kits, kitchen sets, sleeping mats, sleeping kits (blankets, mosquito nets, and plastic mats), tarpaulins, and jerry cans are set for rapid transportation and distribution to give aid to possible affected families in the Northern part of the country. Hot meals are also ready to be prepared and served.

“PRC staff and volunteers are on standby and ready to provide assistance to our fellowmen who will be hit by Tropical Storm Ramon”, said Chairman Gordon.

PRC Northern Luzon Chapters (Abra, Apayao, Aurora, Batanes, Cagayan, Ilocos Sur, Ilocos Norte, Isabela, Kalingaand Nueva Vizcaya) have activated Red Cross 143 volunteers and Red Cross Action Team (RCAT) and are on a 24-hour duty (shifting schedule) in their respective chapters monitoring updates regarding TS Ramon, ready to be deployed.

Payloader prepositioned in Nueva Vizcaya and other search and rescue teams with equipment are also on standby in anticipation of the possible effects of the storm.

Tropical Storm Ramon has a maximum sustained wind of 85 kilometer per hour and gustiness of up to 105 kilometer per hour. It is expected to make a landfall in Northern Cagayan between Monday evening and Tuesday morning.

The Philippine Red Cross (PRC) will send Temporary Learning Spaces (TLS) to areas affected by the series of earthquakes particularly in two of the hardest-hit provinces, North Cotabato and Davao del Sur.

“This mission will be headed by Red Cross Youth (RCY) staff to help thousands of displaced students to ensure the continuity of education after their schools were damaged by temblors while other learning facilities are now being utilized as temporary evacuation centers,” PRC Chairman Richard Gordon said.

A total of 10 TLS will be initially deployed or 5 tents each for North Cotabato and Davao del Sur. Each tent can accommodate 40 to 50 students. These tents are expected to arrive in their designated locations by Monday, November 18.

“A lot of school buildings aren’t safe yet after they sustained damages and large cracks due to strong aftershocks since October 16. Aside from food, medicine and water, more children are also in need of education which is their right,” Gordon added.

Almost a month after the series of earthquakes hit several parts of Mindanao, over 1,000 schools were damaged based on data provided by the Department of Education (DEPED).

Classes at all levels in three regions – Regions 11, 12 and BARMM – remain suspended.

The WASH unit also conducted hygiene promotion to 6,163 individuals, installed 40 portable toilets, and established 19 water collecting points also in Davao del Sur and North Cotabato.

Gordon gave his assurance that the PRC will install an additional 20 portalets especially in remote areas and will setup Basic Health Care Units to address health problems in Kidapawan City and other affected areas.

PRC distributed hot meals to 9,482 families in North Cotabato (6,860) and Davao Del Sur (2,622), administered psychosocial support to 3,338 individuals including child friendly spaces to 1,198 individuals in North Cotabato, South Cotabato, Davao Del Sur, General Santos and Sultan Kudarat.

PRC also deployed 20 water bladders from General Santos-Saranggani, Davao City, Leyte, Cebu, Agusan del Sur; 5 water tankers and 3 water treatment units to North Cotabato and Davao del Sur; 8 ambulances from National Headquarters, South Cotabato, North Cotabato, Davao del Sur and Zamboanga Del Norte chapters and 2 additional mobile kitchens from Bacolod and Iloilo.

The PRC will create a community kitchen kiosk per evacuation center so that evacuees will not need to cook inside their tents, thereby avoiding a fire hazard.

Since October 16, more than 30,687 families or 153,435 individuals in 15 municipalities and cities, in 7 provinces have been affected by the series of earthquakes.

More than 10,684 families or 42,736 individuals are taking temporary shelter in 64 evacuation centers, 39 in Davao del Sur (5,980 families or 23,920 individuals) and 25 in North Cotabato (4,766 families or 18,816 individuals).

Families and some local government officials in areas affected by the series of earthquakes in Mindanao gratefully acknowledge the untiring efforts of the Philippine Red Cross (PRC) in the Municipalities of Tulunan, Makilala, M’lang and Kidapawan City, North Cotabato and Magsaysay, Malalag, Bansalan, Matanao, Hagonoy, Digos City in Davao del Sur.

“Even if we spearheaded the ongoing humanitarian operations in quake-hit Mindanao, our mission won’t stop here, we will not abandon the affected and displaced people, we will be here to help them get back to their normal life,” PRC Chairman Richard Gordon said.

One of the main priorities of PRC is to supply clean and safe water to thousands of residents after a series of temblors disrupted access to water supply and sanitation facilities in two of the hardest-hit provinces, North Cotabato and Davao del Sur.

The PRC, as the foremost humanitarian organization, also reaffirmed its commitment to continue its support for thousands of affected and displaced families in North Cotabato and Davao del Sur.

As of November 12, the PRC has mobilized 422 volunteers, staff and Red Cross Youth, providing first aid to 81 individuals in 8 first aid stations in Kidapawan City, Davao del Sur and General Santos City, establishing 15 welfare desks, distributing food items to 881 families in Davao Del Sur and North Cotabato and handing out jerry cans or water containers to 413 families in Davao Del Sur.

“We installed 6 temporary shower facilities at Barangay Balnate evacuation center in the Municipality of Magsaysay, Davao del Sur which are now being utilized by the affected families. The Philippine Red Cross stays true to its commitment to promote hygiene and sanitation whenever a calamity or disaster hits,” Gordon added.

A total of 830,208 liters of water were distributed by PRC – Water, Sanitation and Hygiene Promotion (WASH) to 5,604 families or 22,097 individuals in Davao del Sur and North Cotabato, conducted hygiene promotion to 3,887 individuals, distributed hygiene kits to 762 families in Davao del Sur, installed 40 portable toilets in various areas in Davao del Sur and North Cotabato, and established 19 water collecting points also in Davao del Sur and North Cotabato.

Gordon gave his assurance that the PRC will install an additional 20 portalets especially in remote areas and will setup Basic Health Care Unit to address health problems in Kidapawan City.

PRC provided sleeping kits to 1,155 families in North Cotabato and Davao Del Sur, distributed hot meals to 7,336 families in North Cotabato (3,365) and Davao Del Sur (2,054), administered psychosocial support to 2,778 individuals in North Cotabato, South Cotabato, Davao Del Sur, General Santos and Sultan Kudarat.

PRC also deployed 5 water tankers, 20 water bladders from General Santos-Saranggani, Davao City, Leyte, Cebu, Agusan del Sur and 2 water treatment units from North Cotabato and Davao del Sur, 8ambulances from SouthCotabato, Cotabato, Davao del Sur and Zamboanga Del Norte chapters, 2 additional mobile kitchens from Bacolod and Iloilo and will create a community kitchen kiosk per evacuation center. Evacuees will not need to cook inside their tents thereby avoiding a fire hazard.

Six years since the catastrophic Typhoon Haiyan (locally named Yolanda) struck several parts of Visayas, the Philippine Red Cross (PRC) continues to support the longer-term recovery of communities.

“The PRC was among the first responders on the ground. Ceaseless efforts were made in reaching inaccessible areas to not only provide relief items, but also clearing pathways and main road networks from debris. Psychosocial support was also provided to ensure the overall health and well-being of the affected communities. During the first three months, families were provided with essential items such as hygiene kits, jerry cans, and sleeping kits,” PRC Chairman Richard Gordon said.

“We are recognized as one of the best Red Cross societies in the world because in Haiyan, we demonstrated that we could gather aid from almost all the Red Cross and Red Crescent societies worldwide and distribute them into different provinces. The Haiyan experience reinforced the Red Cross as a go-to organization and the preferred partner of choice since PRC was able to get the job done,” Gordon added.

Since November 8, 2013 until March 30, 2014, PRC distributed food items to 390,399 families or 1,951,995 individuals. Non-food items such as plastic mats, sleeping items, water containers tarpaulins and kitchens were also distributed to 258,972 families.

More than 80,207 houses were built by PRC together with the Red Cross and Red Crescent Movement partners in Leyte including Ormoc City, Western and Eastern Samar, Cebu, Capiz, Aklan, Antique, Iloilo, and Palawan.

“We must learn from Yolanda. Dapat walang bahay sa shoreline, dapat lahat ng building nasa tamang lugar, wala sa fault line. Dapat alam ng mga tao kung anong gagawin kapag may kalamidad, ano dapat na aksyon upang hindi na maulit ang ganitong trahedya.,” Gordon reminded.

Of the 80,207 houses built through the efforts of Red Cross, Chairman Gordon is very proud of the fact that, “PRC was the only organization to be able to build houses which were accounted for, donors can see where their houses are, who lives in there. We can produce a list.” Cash Livelihood Assistance was also granted to 62,676 households while livelihood trainings were provided to 15,985 individuals.

PRC is also the first to build schools and provide WASH (Water, Sanitation and Hygiene) facilities to 116 schools. Through the combined efforts of PRC and its network of partners, 1,168 Community-based WASH Facilities were constructed and a Vocational Training Center in Leyte was put up together with a \ Disaster Management Logistics Training Center in the Panay Island. As for the health sector, 94 health facilities underwent rehabilitation while 64,650 individuals underwent training for health promotions.

The PRC also provided cash assistance to more than 90,779 families in the early recovery program and a total of Php 281,529,400 was distributed from December 2013 to March 2014. PRC chapters and branches in Capiz and Passi City in Iloilo were reconstructed and rehabilitated as part of the capacity enhancement of PRC, while blood facilities in Tacloban, Ormoc and Passi City were erected to further respond to the increasing need for clean and safe blood within the region.

More than three weeks after the first earthquake, PRC, as the foremost humanitarian organization, reaffirmed its commitment to support thousands of affected and displaced families in two of the hardest-hit areas, North Cotabato and Davao del Sur.

As of November 7, the PRC mobilized 422 volunteers, staff and Red Cross Youth, providing first aid to 81 individuals in 8 first aid stations established in Kidapawan City, Davao del Sur and General Santos City, distributing tarpaulins to 861 families in Davao Del Sur (339) and North Cotabato (129) and handing out jerry cans or water containers to 119 families in Davao Del Sur.

“We installed 6 temporary shower rooms at Barangay Balnate evacuation center in the Municipality of Magsaysay, Davao del Sur and are now being utilized by the affected families. The Philippine Red Cross stays true to its commitment to promote sanitation whenever a calamity or disaster strikes,” PRC Chairman Richard Gordon said.

A total of 446,208 liters of water were distributed by PRC to 3,108 families or more than 12,000 individuals in Davao del Sur and North Cotabato, conducted hygiene promotion to 3,312 individuals in Davao del Sur, installed 10 portable toilets in Davao del Sur and established 12 welfare desks in North Cotabato, South Cotabatoand Davao Del Sur.

Gordon also gave his assurance that the PRC will be sending additional portalets especially in remote areas.

“Our mission won’t stop here, PRC will not abandon the people of Mindanao, we will be here to help them get back on their feet,” Gordon added.

PRC provided food items to 587 families, hygiene kits to 468 families in Davao del Sur, sleeping kits to 861 families in North Cotabato and Davao Del Sur, distributed hot meals to 5,419 families in North Cotabato (3,365) and Davao Del Sur (2,054), administered psychological first aid to 1,404 individuals in North Cotabato (487), South Cotabato(22), Davao Del Sur (811), General Santos (44) and Sultan Kudarat (40).

Red Cross also deployed 2 additional water tankers from Leyte and Albay, 4 water bladders from Gensan and Davao City and 3 water treatment units from North Cotabato and Davao del Sur, 2 additional mobile kitchen from Bacolod and Iloilo, 4 ambulances from SouthCotabato, Cotabato, Davao del Sur and Zamboanga Del Norte chapters.

Since October 16, more than 30,600 families or 153,435 individuals from 184 barangays in 15 municipalities and cities, in 7 provinces have been affected by the series of earthquakes.

More than 5,761 families or 25,856 individuals are staying in 45 evacuation centers, 25 in Davao del Sur (1,685 families or 5,985 individuals) and 20 in North Cotabato(4,626 families or 19,871 individuals).

As relief operations continue in quake-hit areas in Mindanao, the Philippine Red Cross(PRC)reiterated its appeal for more support for thousands of families affected and displaced by strong earthquakes that shook the region on October 16, 2019 followed by a series of equally strong tremors.

PRC Chairman Richard Gordon urged the public including big companies to help in the relief efforts through their donations especially for the most vulnerable residents of North Cotabato and Davao Del Sur, two of the severely hit areas.

“More than 420 Red Cross volunteers are on the ground to aid the affected families and individuals in Regions 11 and 12. Assistance is badly needed in the form of temporary shelters, food, medicine, clean water, tents and essential household items (water containers, kitchen sets, hygiene kits, sleeping kits),” Gordon said.

As of November 4, there are more than 37,000 families or 188,000 individuals affected by the series of earthquakes in Davao and Soccsksargen regions in the past two weeks.

“Other communities are in need of temporary medical facilities as some hospitals were damaged by the tremors. The fear is that the more than 2,600 aftershocks monitored by PHIVOLCS could have further weakened the structures’ foundation,” Gordon added.

Water is an essential need and PRC continues to produce safe drinking water to insure adequacy of supply especially for the residents staying in evacuation areas.

To prevent the spread of water-borne and communicable diseases, PRC’s Water, Sanitation and Hygiene (WASH) team deployed additional water tankers to provide clean and safe water to the affected families and individuals suffering from the disruption of the water systems. Hygiene and sanitation are not overlooked with the installation of additional 20 portable toilets.

PRC North Cotabato-Kidapawan City Chapter provided hot meals to more than 7,300 individuals particularly in Barangays Ilomavis and Balabag, administered first-aid,conducted psychological counselling,distributed beneficiary cards to 300 families staying in the Malasila National Vocational and Technological High School. Potable water is made available to residents of Barangays Ilomavis, Kidapawan and Old Bulatukan in the Municipality of Makilala.

In Davao Del Sur, PRC distributed food items in Barangays Darapuan and Kinuskusan, non-food items, health kits, sleeping kits to 107 families in Barangay Anonang, in the Municipality of Bansalan, water in Barangays Balnate and San Miguel in the municipality of Magsaysay.

The PRC team from Davao del Sur Chapter also conducted hygiene promotion, Red Cross volunteer orientation and set up welfare desk/first aid station in relief areas in the Municipality of Bansalan.
